Yes, it may take years to build a new rail line (buying up the right of ways is a pain), but the low lying fruit is easy-- commuter rail on existing railroad lines. If Congress mandated that state governments and railroads use a standard contract (oh, like the one Amtrak already negotiated), then the legal work will take 15 minutes to get through. <BR/><BR/>The railroads handled the right of way and environmental issues years ago (and have a federal exemption from local zoning).
