The fall of the Soviet Union produced a similar effect to other decolonizations - the new Central Asian and Transcaucasian states descended into war and mismanagement (yes, even compared to Yeltsin's Russia) and millions of their people, most of whom knew the Russian language, fled to Moscow and other Russian cities.<br /><br />So the historical core of Russia isn't as homogenous as it used to be.
