Try to guess which county (or which city or which state) this is:
Blacks are 5.5 times more likely than whites to be unemployed in YYY County.
Three-quarters of the county’s African-American children live in poverty, compared to 5 percent of white children.
Half of all black high school students don’t graduate on time, compared to 16 percent of white children.
African-American children are 15 times more likely than their white counterparts to land in foster care. And black juveniles are six times more likely to be arrested than white juveniles.
Those are some of the findings released Wednesday in a report, “Race to Equity,” by the XXX [state] Council on Children and Families. The report compared 40 indicators of well-being for YYY County residents, mostly between 2007 and 2011. In nearly every category, the study found, blacks, who make up 6.5 percent of the county’s population, fare much worse than whites.
Eighteen months in the making, the report is offered as a baseline against which future efforts to close racial disparities in YYY County can be measured. It seeks to encapsulate and expand on previous studies that showed racial gaps in educational attainment, poverty, employment, participation in the criminal justice system and other indicators.
Although some indicators show improvement — for example, arrests of black juveniles and adults is down significantly over the past four years — most of the numbers are bleak.
“It’s no secret that we’ve had these disparities. A lot of groups have been working on this,” said Bob Jacobson, spokesman for the council. “But the approach to tackling the problem hasn’t been coordinated and comprehensive, which is really what’s needed.”
Disparities are common across the United States, the report said, but the gap between the quality of life for whites and blacks is much worse in YYY County, the epicenter for progressive politics in XXX and often ranked among one of the best places in America to live.
Rural or urban, north or south, across the United States, YYY County is “rock bottom” when it comes to racial disparities, Jacobson said, adding, “It’s really jarring.”
Any guesses?
A few hints:
- Obama won 71.0% of the vote in YYY County in 2012.
- ZZZ, the county seat of YYY County, is also the capital of the state of XXX.
- ZZZ is a famous college town.
- I've often pointed out that the state of XXX, despite being admirable in numerous ways, has been terrible for African-Americans (and vice-versa). Blacks seem to do better in Texas or Georgia than this culturally quite different place, which has deep liberal roots going back to the eras of the Progressive and Socialist Parties.
- The Onion was founded here in 1988.

ReplyDeleteI lived 6 years in Madison in Middle School and High School in the late 80's early 90's.
ReplyDeleteAlthough there were supposedly blacks at my high school (West High) to a percentage of around 10% or so, they were essentially invisible until it came time to take a class picture a few weeks before graduation.
There were zero blacks in advanced or regular math, zero blacks in regular or advanced science, zero blacks in regular social studies classes, zero blacks in English, and zero blacks in the foreign language classes. Since they weren't in any of these classes, they also didn't join us even in gym, study hall, or drivers-ed, since those classes were timed to the others. If you accidentally ventured deep into one of the bowels of the school, you would occassionally run into groups of blacks in shop classes, typing, or remedial/special ed. classes. Apparently they were hidden down there all day long, working away at whatever the school had them doing. It certainly wasn't normal academic learning. I also recall running into a few in the tutoring room, and they held down some speed positions on the football team.
For all intents and purposes, the school might as well have been run by the KKK or been located in Strom Thurmond or George Wallace's deep south. Apparently, there wasn't a single black with the academic competency to merely be with average white kids at the school (admittedly though, West High is a rather special and elite group of white kids academically).
The white West High basketball team did win the state championship in 1991 or 1992 against an all-black Milwaukee team.
Apparently things haven't changed. I was visiting out there this summer, and was pleased to see the town was still a paradasical version of the 1950's America in most parts. Maybe you can get away from it all in the Big-10 States and New England.
Doesn't really matter where. Even blacks in undemanding steady income jobs, think government, accumulate a tiny percentage of the wealth in property, savings and investments that their white equivalents accumulate. Almost zero future orientation, that's why. And it has nothing whatsoever to do with their white employers, supporters, neighbors or even enemies. It's all their own doing. Unbelievable, the white concern, totally futile concern, about blacks.

ReplyDeleteA relevant fact is that Wisconsin had unusually high AFDC benefits before welfare reform in 96. Jason DeParle's American Dream: Three Women, Ten Kids, and a Nation’s Drive to End Welfare (2005) reports that in 1991 roughly 25% of new AFDC cases in Milwaukee involved families that moved to Wisconsin in the past three months. Many of these would be lower performers among Chicago's blacks. Ergo...
(I don't know if 1991 was a representative or exceptional year, in that regard. The extent to which black families moved across state lines for welfare benefits has been hugely controversial topic among liberal social scientists, for obvious reasons.)
DeParle's book is, in part, a detailed study of three black families in Milwaukee (at least one of whom explicitly moved north for better benefits). It was the subject of a characteristically fine review-essay by Christopher Jencks in the NYRB.

That said, conservatives shouldn't get too excited about the history of AFDC in Wisconsin. It's likely only a partial explanation of the state's unusually large disparities between blacks and whites.

You might think sunshine and vitamin D would play a role in stunting black development more than white. But blacks in Seattle do pretty well, so that isn't the whole story.
I think they just need a rowdier bunch of whites to keep them in line and on their toes. Scotch-Irish and Irish in America. Lots of them in the Pacific NW and the Deep South. Not so much in New England or the Old Northwest.
Perhaps a more Puritanical / severe Scandinavian culture also demotivates fun-loving blacks in a way that rambunctious, rib-poking Celtic culture does not. Like, life's such a drag, why bother?

I once met a group of education students in Wisconsin who couldn't wait to graduate and teach in inner-city Chicago. Since I'm from the South, they had to lecture about racism in places they had never been. They also assumed my opinions, since I never said a word. I'd love to know how Chicago worked out for them!

Madison is not a college town in the same way that Iowa City and Champaign are. It’s a large city with several suburbs; Dane county has half a million people.
It’s a pretty up-scale metro area, but it’s not just a bunch of college kids.
Even if it were just a little college town, unless it were a crappy area where the townie population was much blacker than the state as a whole, I don’t see how being a college town would make a difference.
I lived in Madison for a while, and I’m aware of the ‘bad blacks of Wisconsin’ phenomenon, bad why they should do any worse than Milwaukee blacks, I don’t know. I would think that whatever is drawing higher-status whites, would draw the same kind of blacks.
But Steve, haven't geneticists demonstrated that race is biologically not a reality?

They don't look so red (i.e. blue, really) on gay rights. Just last year, Wisconsin elected the first openly lesbian senator.
It says people with lower education have a hard time getting jobs in the area, but its liberal and had historically been more generous welfare-wise. So the more hardworking blacks avoid the area in favor of places with more jobs for them. Which means the blacks Madison ends up with are the ones too lazy or screwed up to work for a living.
ReplyDeleteAlso, my personal experience in Minnesota and Iowa is that blacks don't really like living there. The weather is terrible, the night life sucks, and you're surrounded by quiet, reserved Scandinavians and Germans. You talk in the normal black fashion (loud and exclamatory), and people glance in your direction like you're nuts.
So these areas mostly get the dregs of the black community.
Also, from my personal experience, a lot of blacks who move to these areas are criminals. There's a relatively untapped drug market, and the local white criminals are pathetic pushovers.

ReplyDeleteThis influx has happened in last 15yrs and almost all of them are section 8's, mostly from Chicago. You never used to see crime in Mad City like you do now and it seems to be getting worse. Certain areas are a no go and college students are easy prey. By the way, liberals in Madison tend to live in areas like Verona and Middleton, which are seeing more section 8 housing. Interesting to see how they respond to that because those areas are as white as they come. Suburbs in towns like Dallas and Atlanta are much more mixed,contrary to popular stereotype.

Heck, New Glarus, a picturesque Swiss town 25 miles south is getting section 8 transfers. When I was in Dallas and Atlanta, the population was not nearly as segregated, so it will be interesting to see how the Madison liberals. I can say one thing, Madison is a much more dangerous place then even 10 yrs. ago. The Chicago section 8 influx seems to perfectly correlate with that.

And I'm noticing something mighty weird: blacks are being replaced in virtually all the sub-professional help positions they formerly had a lock on. Specifically I am thinking of doctor's assistants, dental techs, x-ray techs, etc. They are being replaced by Asians and Hispanics, especially the latter. The majority of big hospital nurses are still black but even that's changing. In small offices the demographic shift is striking.
I think this is a phenomenon worth examining.

White Unite is what liberals do. Come together into a tight urban or college town communities.
White Flight disperses, White Unite concentrates, which is why latter has more power.
White cons need to come up with creative means to cyber-unite the dispersed whites of con persuasion.
Is there a single major urban culture that is conservative? Even in red states, cities are generally dominated by libs.

ReplyDelete1. Madison has a lot of upscale white collar jobs (the university, software/technology, etc.). This probably raises the cost of living while generating income for people who aren't exactly underclass blacks.
ReplyDelete2. I was in rural Sauk County last weekend (across the Wisconsin River from Dane) and saw more than a couple Mexicans there. No doubt employers in Wisconsin (and greater Chicagoland) like switching out an unemployable black underclass for employable Hispanic helots. Of course, this leaves the country as a whole with an underclass *and* a helot class. Hurrah for diversity!
Having said that, I should add that the flagship Culver's in Sauk City was staffed by white kids, which was a pleasant surprise. I'd be glad to pay more in the Chicago area to any establishment that employed American kids rather than random Oaxacans.
Now that I think about it, I remember Jonah Goldberg saying on a Ricochet podcast a while ago that he loved eating at Culver's because you were served by "all-American kids straight out of the 1950s" (I'm paraphrasing). Of course, in Mr. Goldberg's world, this has absolutely nothing to do with demographics. No sir, nothing at all. Everything is fungible in our Proposition Nation!
3. The Democratic/liberal tendency of northern whites is very frustrating for this northerner. As Steve says, there is much to admire about the Germanic culture of Wisconsin. More generally, the liberalism(s) of many northern states like Oregon, Vermont, or Wisconsin would be easy enough to tolerate if they didn't have this bloody fixation with Diversity and Huddled Masses.
The dissident right needs places like Wisconsin on board, and, needless to say, places like Wisconsin need the dissident right in order to be saved from themselves.

In the case of climate change, I'm not in any position to dispute the science, but there's only so much hectoring about melting glaciers one cares to read.

When our side uses statistics like IQ, graduation rates, out-of-wedlock birth rates, etc., to try to shape public policy on topics such as immigration and education, we are denounced as racist and told that you cannot group people together. You have to take individuals on an individual basis. Then it is pointed out to us about that fabulous black doctor, or the fact that Jeffrey Dahmer was white.

I thought we were not supposed to think of people as groups. I thought we were supposed to think of them as individuals. Yet these are the types of stats that are used to justify more government spending rather than operating a Singapore-like immigration system.
A similar point can be made about noticing demographics. People who read iSteve are said to be consumed with race and ethnicity. But isn't it Uncle Sam who is most interested in those topics?

They scream "correlation is not causation!" when anyone mentions mean black IQ or the like, then they turn around and scream about how the correlation between more gun laws and less violent crime proves the former causes the latter. They don't have principles, they have a playbook.
The argument that 'whites in Madison are better so the gap doesn't mean they're more racist' is irrelevant.

Follow the logic of the Left to its rational conclusion. You have a white couple with three white, biological children who are all National Merit Scholars. They have an adopted black child who is merely average. That gap means the entire family is racist.
From my personal experience, some of the most racist Caucasians I have ever met are descendent from Caucasoid countries where blonde hair and blue eyes are in the minority.... I have a Maltese American friend who says the most racist politically incorrect jokes about Hispanics and African Americans.
