The Illinois Central theory of black dysfunction
The Annie E. Casey Foundation has a decent website of social statistics by state. Above is their map of % of black children living in two parent families, with stronger colors being better. Not surprisingly, the best percentages are found in states that blacks get to mostly through the military. Hawaii and North Dakota are tied for best at 65%.
Wisconsin and Illinois are worst at 30%. It's kind of the Illinois Central Railroad ("I'm the train they call 'The City of New Orleans'") theory of the geographic distribution of black dysfunction.

The military installations in Utah, ND and NM belong to the Air Force, which tends to attract the smarter blacks. Wyoming, ND, and SD are also energy states with not much in the way of urban ghetto culture. If you're a black family moving there, you're moving there to work.
Re: Utah and blacks - however, two of the most infamous murderers in the state moved there after joining the Air Force. See the 1974 Ogden Hi-Fi murders for details.

I would like to see some data on who moved North during the Great Migration and who did not.
Lots of the ones who landed in Wisconsin came from Chicago. They didn't go there or further north because of the weather. They went there for the better welfare benefits that dangled before them. It's a self selected group made up of those who decided they were going to be on welfare permanently, the bottom of the barrel. Prior to that Chicago received a large part of it's black population from Mississippi, who came with a raging and violent race hatred that deformed the city in many negative ways. Mississippi probably got rid of many of their undesirables through this process. Just follow the train and welfare routes, the tramp trail and the open territories of easy picking.
to second prior posters, what you are looking at is a distribution of military bases. CO, ND, AK and HI all have HUGE numbers of military bases
That's the great migration trail. Not that black society was all *that* functional before, but these were the blacks that were used in the social engineering plans of our overlords (a major part of which required black dysfunction as a migrational push force for urban Catholic ethnics).
Keith Richburg (formerly of the Washington Post), who wrote that astounding book admitting he ended up happy his ancestors were brought out of Africa as slaves, had some reflections on growing up in Detroit, which, being sort of in the middle of the two main south-north routes (NOLA-MS-AL > Memphis > Chicago and GA/Carolinas > DC > Rest of Atlantic Seaboard) got both.
He admitted his family, Carolinian in origin and earlier in the Great Migration, looked down on despised the blacks up from the Delta etc. who were later in arrival. "He's just an ignorant fool from Alabama" was a common disparagement.
I wonder how much of it is pure self-selection (e.g., military service versus welfare-seeking) and how much of it is the positive cultural impact of being far away from the black underclass.
Of course, even if culture is playing a big role here, it can't exactly be scaled up. You can't keep the bulk of poor blacks away from the bulk of poor blacks.
Naeem Williams trial going on in Hawaii right now. Military man, married, who, along with his wife, beat and tortured(stomped and jumped on her) his 5 year old daughter to death. Not sure if marriage makes much of a difference.
Highway 61 and the Illinois Central Railroad tied Mississippi to Chicago. In 1910, 90% of blacks lived in the South. In 1970, 50% lived there.
The first great migration, from WW1 to the Great Depression was when many blacks decided that industrial work in the North was better than the promise of land ownership in the South. Family, church and community networks linked Northern cities to Southern communities. These chain migration links facilitated a second great migration between WW2 and 1960, with a strong push from the mechanical cotton picker. In the second great migration about 1/3 of the blacks leaving Mississippi went to Chicago and about 20% of Chicago's blacks born in the South were from Mississippi. The ghettoes of Chicago's South and West sides were substantially populated with displaced Mississippi sharecroppers. Neighborhoods like Englewood, Marquette Park and Austin went to hell in a handbasket very quickly, just ask anyone who was born there in the 1950s, by the early 1960s they were really sketchy. Thanks Illinois Central Railroad, your colored coach cars delivered the gift that keeps on giving.
Migration from specific areas may not be all that uncommon. For instance, in the Connecticut city where I grew up, most of the blacks had migrated from Elizabeth City, North Carolina and the surrounding area, while most of the Puerto Ricans were from Penuelas, a town about 10 miles west of Ponce.
A similar thing had occurred in the late 1800's and early 1900's when the city got major immigration from Italy. The vast majority of the immigrants came from two small towns, Pontelandolfo (Campania) and Avigliano (Basilicata).

Mississippi still has a very large number of undesirable Sub Saharans. Have you ever been to Mississippi's state capital Jackson ?
Jackson is Detroit without the freezing winter temperatures.

The Illinois Central had a stop in East St. Louis. Blacks from MS who couldn't afford the full fare to Chicago settled for ESL and then from there it was a short walk across a bridge to St. Louis.
